Recent national surveys describe the scale of the problem. A Chase survey of about 1,000 small business owners in March 2026 found that 40% plan to retire within the next decade, yet only 8% report being fully prepared to transition ownership, and 70% are in early-stage planning or have no formal succession plan. The Bank of America 2025 Business Owner Report found that 70% of owners are not focused on an exit strategy in the next five years. Gallup’s 2026 Pathways to Wealth research found that only 11% of employer business owners have a detailed business plan.

Byrd connects those numbers to a pattern he has watched for 25 years: the business plan, the authority structure and much of the operating judgment remain in one place — the owner’s head. Chase respondents named time and competing priorities as the biggest barriers to planning. Byrd argues that, in many established owner-led companies, that lack of planning time is partly downstream of ordinary decisions continuing to return to the owner.

Four causes behind one symptom

1. Capability gap. The manager does not yet have the skill or experience the decision requires. More delegation alone will not solve it; the capability has to be developed, supplied, or the role reconsidered.
2. Authority gap. The manager has the skill but no clear permission to decide. The remedy is explicit decision rights and escalation limits.
3. Information gap. The manager lacks the numbers, history or context the owner uses. The remedy is better reporting and access.
4. Unexported reasoning. The owner’s standards and trade-off logic were never written down or taught. The remedy is turning private judgment into shared rules.

Some decisions belong with the owner. The framework separates those from the decisions that return to the owner by habit.
